Library educator Jesse Shera was quoted in the April 1982 American
Libraries as saying, "library efficiency frequently consists of doing
very well what need not be done at all."  See note 23 in

I recall seeing this quote in a library science book which probably
dated to the time of the 1975 Vidal reference.
