I don't think any of these fit the description, or George III (UK) either.
These were hereditary monarchs with mental illnesses or defects who were
rulers in name only.  They had regents or regency councils, formal or
informal, who did the actual ruling, at least once the problem was
discovered.  Justin II was sane enough to realize that he couldn't function
as Emperor, and handed the throne over to his successor voluntarily, which
is certainly not the behavior of a clown or nincompoop.
