One variation is "the reach of the police officer is only as long as
his arm..." It's attributed to Claude Lombois, via this 1998 paper in
the journal The International Lawyer:

The citation in the footnote reads: "Claude Lombois, Droit pénal
international 536 (2nd ed. 1979) (author's translation)."

The original French is apparently "Le gendarme, lui, ne peut saisir
plus loin que son bras..."
