[PW] Request help with Mark Twain conspiracy quotation

I received a request from a student in Toronto to trace a quotation
attributed to Mark Twain which appears in a proposed television

A conspiracy is nothing but a secret agreement of a number of men for
the pursuance of policies which they dare not admit in public.
[End attributed quotation]

Searches in the HathiTrust database suggest that the quotation is
probably present in a book written by Mark Twain's daughter, Clara
Clemens. Hence, Clara may have heard the statement from her father.
Examining the full context given on page 147 (and nearby) of this book
(via a scan) would be very helpful, and it would be nice to be able to
reply to the student quickly. Perhaps a fellow W0mbat is able to
access this book in his or her library?

The Google Books database also contains a copy of the book "My
Husband, Gabrilowitsch", but, at this time, searches in GB are
malfunctioning (for me),

If no W0mbat has ready access to the book then I will execute an
Inter-library Loan request or use some other method.
