[PW] Cost of copyright clearance -- colleges

Fellow marsupials --

We've proposed a new service for our college -- a copyright office 
which would handle clearance for course packs, electronic course packs, 
etc.  The administration has (not unreasonably) asked for an estimated 
annual budget.  And there's our problem....

So, do any of your institutions provide this kind of service?  Would 
you be willing to share information about the annual cost?  We know 
that every copyright holder can set his or her own royalties, and that 
there is no "standard" fee, but if we could get the following 
datapoints from several institutions it would be helpful:

Roughly how much did you spend on copyright permissions in one year?

For how many courses are you getting clearances?

What's your student FTE?

Are staff salaries included in your permissions budget?

The proposal will be considered at a meeting next Thursday, so swift 
replies would be much appreciated....
